Wednesday, September 2

• At 9 a.m. officers arrested Denero Sheldon Bradford, 34, of Winona, and referred him to the county attorney for potential charges of domestic assault causing fear and harm. Bradford reportedly slapped someone on the 300 block of Pelzer Street.

• At 3:17 p.m. officers referred Mary Elizabeth Allen, 20, of Winona, to the county attorney for a potential charge of felony theft. Allen allegedly stole about $1,100 while serving as a cashier at Hy-Vee.

Thursday, September 3

• At 12:23 a.m. officers cited Ethan Jeremy Davidson, 20, of Kenosha, Wis., and Walker James Stroming, 20, of Marinette, Wis., with underaged consumption of alcohol after they reportedly stole a wood pallet on Second Street. A breath test reportedly measured Davidson’s blood-alcohol content at 0.14 percent, and a breath test reportedly measured Stroming’s blood-alcohol content at 0.16 percent. The pallet was ultimately recovered, according to the report.

• At 10:44 a.m. officers arrested Jason Bartholomew Weiss, 44, of Winona, and referred him to the county attorney for a potential charge of fifth-degree possession of a controlled substance after officers reportedly found a substance that field-tested positive for methamphetamine in his backpack and a smoking device, as well as a substance that field-tested positive for THC, on his person at the Super 8 Motel.

• At 11:40 a.m. officers referred Jeremy Lee Bobo, 42, of Winona, to the county attorney for a potential charge of misdemeanor theft after he reportedly was seen on video stealing security cameras at Menards.

• At 12:29 p.m. officers received a report that three vehicles had eggs thrown at them on the 100 block of Main Street.

• At 1:16 p.m. a man reported that someone stole a Delco chop saw with a $60 value from a detached garage on the 550 block of Hilbert Street.

Friday, September 4

• At 1:14 a.m. a woman reported that a phone was stolen on the 300 block of Pelzer Street.

• At 4:29 a.m. a Winona man reported that a black and red Trek mountain bike was stolen on the 350 block of West 11th Street.

Saturday, September 5

• At 5:47 p.m. officers arrested Richard Quinonez, 56, of Winona, and referred him to the county attorney for a potential charge of third-degree driving while intoxicated on Fifth and High streets. A breath test reportedly measured his blood-alcohol content at 0.14 percent.

• At 8:39 p.m. officers arrested Brandon Wayne Briggs, 27, of Winona, and referred him to the county attorney for potential charges of felony domestic assault and gross-misdemeanor obstructing the legal process with force. Briggs reported punched someone on the 200 block of North Baker Street. He also reportedly hid to avoid arrest, and when officers found him, he kicked at them, kicking one several times, according to the report.

• At 9:32 p.m. officers arrested Jerry Phipps III, 32, of Winona, and referred him to the county attorney for potential charges of second-degree assault and domestic assault. He reportedly pushed someone to the floor and put a knife to their throat on the 250 block of Jackson Street.

• At 11:12 p.m. officers cited Sean Paul Laplante, 20, of Byron, Minn., with underaged drinking and driving. He was initially pulled over on Eighth and Huff streets for his moped not having a license plate, according to the report.

Sunday, September 6

• At 2:13 a.m. officers arrested Robert James Cerney, 40, of Winona, and referred him to the county attorney for potential charges of domestic assault causing fear and harm and obstructing the legal process. He reportedly slammed someone’s head against a wall, threw an object through a window, causing the window to break, and resisted arrest on the 650 block of East Seventh Street.

• At 6:25 p.m. officers arrested Mason Sean Maloney, 19, of Winona, and referred him to the county attorney for a potential charge of fifth-degree possession of a controlled substance. He was also arrested on a warrant. Officers reportedly saw him walking on Broadway and High Street and recognized him as someone with a warrant. While arresting him on the warrant, officers found a substance that field-tested positive for marijuana in his backpack, according to the report.

Monday, September 7

• At 7:59 p.m. officers arrested Christopher James Kilduf, 27, of Winona, and referred him to the county attorney for a potential charge of driving while intoxicated on Mankato Avenue and Frontenac Drive. A breath test reportedly measured his blood-alcohol content at 0.13 percent.

Winona County

Thursday, September 3

• At 3:46 p.m. deputies arrested Marc Anthony Heath, 47, of Rochester, Minn., and referred him to the county attorney for potential charges of second-degree possession of a controlled substance, driving without insurance, theft of a motorcycle, and misdemeanor driving after revocation. Officers reportedly located Heath on county roads 6 and 123 sleeping by a motorcycle that had been reported stolen from Winona. Officers found 3.5 grams of methamphetamine on his person, according to the report.

Friday, September 4

• At 10:17 p.m. deputies arrested a 41-year-old Altura man on suspicion of driving while intoxicated on Fourth and Winona streets. He was reportedly pulled over initially for having a suspended object hanging in his vehicle. Potential charges are pending blood test results.

Saturday, September 5

• At 2:12 a.m. deputies referred Madeline Marie Zumstein, 19, of Sun Prairie, Wis., to the county attorney for a potential charge of fourth-degree driving while intoxicated. According to the report, she was pulled over initially for repeatedly crossing the fog line on Highway 61 and Little Cedar Valley Road. A breath test reportedly measured her blood-alcohol content at 0.08 percent.
