Winona Police 

Tuesday, January 12

• At 9:13 p.m. officers arrested Ryan Loren Eden, 37, of Winona, and referred him to the county attorney for a potential charge of third-degree driving while intoxicated. According to the report, officers observed Eden driving without headlights on 11th and Main streets and showing signs of intoxication. A breath test reportedly measured his blood-alcohol content at 0.23 percent. 

Wednesday, January 13

• At 4:57 p.m. officers received a report that a red moped was stolen on the 400 block of South Baker Street.

Friday, January 15

• At 11:30 a.m. officers received a report that a package containing a book was stolen on the 450 block of Center Street.

• At 6:59 p.m. officers cited Kyle Hiroshi Spandau, 33, of Oronoco, Minn., with misdemeanor shoplifting at Fleet Farm after he allegedly took clothing items.

Saturday, January 16

• At 8:50 p.m. officers arrested Timothy Paul Schmalenberg Jr., 25, of Winona, and referred him to the county attorney for potential charges of motor vehicle theft and driving after revocation. According to the report, offices responded to a report of a motor vehicle theft on the 950 block of Frontenac Drive. Officers ultimately found Schmalenberg operating the vehicle, according to the report.

Sunday, January 17

• At 8:45 a.m. officers arrested Ernest Marques Cummings, 33, of Winona, and referred him to the county attorney for potential charges of fleeing in a motor vehicle, driving after suspension and having expired registration after reportedly observing him operating a vehicle with expired registration and a broken taillight near Broadway and Center Street. Officers also reportedly attempted to pull him over, but he did not stop, according to the report.

Monday, January 18

• At 5:49 p.m. officers arrested Ashley Jo Gillespie, 32, of New Richmond, Wis., and referred her to the county attorney for a potential charge of third-degree driving while intoxicated. She allegedly struck a parked car on the 850 block of West Burns Valley Road. A breath test reportedly measured her blood-alcohol content at 0.28 percent.

Winona County 

Tuesday, January 12

• At 4:54 p.m. deputies arrested Vance Albert Brabbit, 23, of Winona, and referred him to the county attorney for potential charges of disorderly conduct, fourth-degree assault and obstructing the legal process after one deputy reportedly cut their knee and another deputy reportedly cut their finger while arresting Brabbit in Lewiston. 

Sunday, January 17

• At 7:54 p.m deputies arrested Bryan Emmanu Velazquez, 18, of St. Charles, and referred him to the county attorney for a potential charge of possession of a controlled substance. They also arrested him on suspicion of driving while intoxicated, and potential charges are pending blood-test results. According to the report, deputies observed Velazquez driving without headlights and showing signs of intoxication near Highways 14 and 74. They then allegedly found a smoking pipe and a green, leafy substance in his vehicle.
