Winona Police

Wednesday, January 20

• At 1:23 a.m. officers arrested Larry Zenk, 69, of Winona, and referred him to the county attorney for potential charges of second-degree assault, domestic assault and threats of violence after he allegedly brandished a knife at someone on the 450 block of East Seventh Street.

Friday, January 22

• At 11:30 a.m. officers cited William Perry, 29, with leaving the scene of an accident and driving after revocation after he allegedly hit a car in a downtown parking lot and left the scene.

• At 4:30 officers received a report that a purse was stolen from an unlocked car at the Busy Bee Laundry Mat.

Saturday, January 23

• At 12:23 a.m. officers arrested Paul Stalka, 25, of Winona, and referred him to the county attorney for a potential charge of driving while intoxicated after reportedly pulling him over for speeding on the 600 block of West Broadway. A breath test reportedly measured his blood-alcohol content at 0.15 percent.

• At 8 p.m. officers arrested Isaiah Barr, 30, of Winona, and referred him to the county attorney for potential charges of theft and driving after revocation. According to the report, officers observed Barr driving a vehicle that had been reported stolen on Mankato Avenue.

Sunday, January 24

• At 12:06 a.m. officers arrested Jacqueline Kruger, 23, of Winona, and referred her to the county attorney for a potential charge of driving while intoxicated after reportedly stopping her for having expired registration on Fifth and Washington streets. A breath test reportedly measured her blood-alcohol content at 0.14 percent.

• At 12:30 a.m. officers arrested Noah Carlson, 21, of Rushford, Minn., and referred him to the county attorney for a potential charge of driving while intoxicated on Eighth and Huff streets. A breath test reportedly measured his blood-alcohol content at 0.18 percent.

• At 2:09 a.m. officers arrested Owen Sikich, 23, of Wolfeboro, New Hampshire, and referred him to the county attorney for a potential charge of driving while intoxicated. According to the report, officers said they initially observed him doing doughnuts on the 100 block of West Second Street. A breath test reportedly measured his blood-alcohol content at 0.14 percent.

Monday, January 25

• At 5:09 p.m. officers cited John Thomas Kleveter, 26, of Winona, with hit and run and driving after revocation. They also cited Michelle Mae Kleiboer, 33, of Winona, with failure to provide insurance. According to the report, Kleveter reportedly hit a vehicle on Fifth and Franklin streets and drove away from the scene, then hit a parked vehicle and drove away from the scene.

Wednesday, January 22

• At 11 a.m. deputies arrested Chad William Stutzka, 48, of Winona, and Cassandra Hambling, 49, of Trempealeau, Wis., and referred them to the county attorney for potential charges of fifth-degree possession of a controlled substance after reportedly finding a small amount of a substance believed to be methamphetamine and pipes at their residence on Green Terrace Way.

Friday, January 22

• At 7:49 p.m. deputies arrested William Busby Chapman, 19, of Winona, and referred him to the county attorney for potential charges of fourth-degree driving while intoxicated and gross-misdemeanor test refusal after reportedly stopping him for weaving in a lane on I-90 near mile marker 242.

• At 11:34 p.m. deputies arrested Alexus Adrian Bartsch, 20, of Dakota, and referred her to the county attorney for a potential charge of gross-misdemeanor driving while intoxicated after reportedly pulling her over for driving without headlights on Seventh and Lafeyette streets. A breath test reportedly measured her blood-alcohol content at 0.17 percent.

• At 11:52 p.m. deputies arrested Kody James Hampton, 21, of Winona, and referred him to the county attorney for potential charges of fourth-degree driving while intoxicated after he was stopped for reportedly having an obstructed view while driving on Seventh and Winona streets.

Saturday, January 23

• At 8:21 p.m. deputies arrested John Bining Wilson, 40, of Dakota, and referred him to the county attorney for potential charges of third-degree driving while intoxicated and failing to stop at an accident after he allegedly hit a plow truck on Highway 61 near mile marker 10, then fled the scene.

Sunday, January 24

• At 3:55 p.m. deputies received a report that a roll of carpet was taken from a home being remodeled on the 35000 block of Old Homer Road.

• At 7:18 p.m. deputies received a report that miscellaneous tools with a combined value of about $3,000 were taken from a workshop in Stockton.

Monday, January 25

• At 11:48 p.m. deputies arrested Ross Richard Wadewitz, 36, of Minnesota City, and referred him to the county attorney for a potential charge of fifth-degree domestic assault after responding to a report of a domestic disturbance on the 15000 block of Denzer Road.
