Winona Police 

Monday, August 9

• At 10:50 a.m. officers received a report that a new gravel lot was damaged when someone drove on it on the 1050 block of East Fourth Street. 

• At 2:53 p.m. officers received a report that a catalytic converter was stolen on the 1550 block of Homer Road between August 5 and August 7. 

Tuesday, August 10

• At 12:02 p.m. officers received a report that a check for $844 was cashed after the complainant realized their checkbook went missing several weeks ago on the 150 block of West Third Street. The incident is under investigation.

Wednesday, August 11

• At 8:28 a.m. officers received a report of an alleged domestic assault. The incident is under investigation. 

• At 3:30 p.m. officers arrested Andrew Curtis Montgomery, 23, of Winona, and referred him to the county attorney for potential charges of burglary, domestic assault causing fear and harm, violating a domestic abuse no contact order and fleeing on foot. At 8:18 a.m., the victim reported that they woke up at about 4 a.m. to Montgomery in their bedroom on the 1700 block of West Seventh Street. Montgomery allegedly hit them multiple times and took their phone before they were able to flee. That afternoon, officers learned that Montgomery was on the 500 block of West 12th Street, and they set up a perimeter, according to the report. Montgomery allegedly entered the basement of a home without the owners’ knowledge. Officers ultimately arrested him at the residence. 

• At 9:59 p.m. officers referred Jamal Dior Ryan Steward, 30, of Winona, to the county attorney for potential charges of violating a domestic abuse no contact order and fleeing on foot. Officers received a complaint of a vehicle crossing the fog line as it came into Winona on Highway 43, according to the report. Officers then reportedly found the vehicle near the 1100 block of Homer Road. Steward allegedly fled on foot, and officers reportedly learned that the driver, who remained in the vehicle, had a domestic abuse no contact order against Steward. 

Friday, August 13

• At 7 a.m. a man told police another man he knows punched him multiple times on West Broadway and South Baker streets. 

Friday, August 12

At 2:05 p.m. a delivery driver reported that while dropping off a package on the 1700 block of West Seventh Street, a group of men between 18 and 24 years old shot him with an airsoft gun. No injuries were reported. 

• At 11:19 p.m. officers arrested Jamal Dior Ryan Steward, 30, of Winona, and referred him to the county attorney for potential charges of violating a domestic abuse no contact order. After Steward allegedly violated a domestic abuse no contact order on August 11 and fled, officers located him on the 50 block of East 11th Street on August 13. According to the report, they arrested him for the alleged violation on August 11 and learned he had more contact with the person who has the order against him between August 11 and 13. 

Sunday, August 15

• At 2 p.m. officers received a report that a lawn mower was stolen on the 700 block of East Ninth Street between 7:30 p.m. on August 14 and 2 p.m. on August 15. 

Winona County 

Monday, August 9

• At 7:55 p.m. deputies arrested Jamie Joe Brown, 44, of Stockton, and referred him to the county attorney for potential charges of fleeing on foot, fleeing in a vehicle, driving after revocation, driving without insurance and driving an unregistered ATV. Deputies reportedly saw someone driving an ATV in Stockton who they knew had a warrant. The driver, later identified as Brown, allegedly fled on the ATV. He then allegedly pulled the ATV over and fled on foot. Deputies ultimately located and arrested him, according to the report. 

Friday, August 13

• At 7:13 p.m. deputies arrested Virginia Lynn Kesler, 62, of Utica, and referred her to the county attorney for a potential charge of driving while intoxicated. She allegedly crossed the centerline and almost hit a squad car on the 12000 block of County Road 35. 

• At 10:33 p.m. deputies arrested Devin Keiona Campbell, 39, of Goodview, and referred him to the county attorney for potential charges of driving while intoxicated and test refusal. He allegedly sped on Mankato Avenue and Ninth Street and refused to take a breath test. 

Sunday, August 15

• At 8 p.m. deputies received a report that a man and juvenile male were injured in an ATV rollover at Stockton Trailer Court. Both were taken to the hospital for the treatment of injuries, according to the report. It is suspected alcohol may be involved, and potential charges are pending blood-test results.
