Winona Police 

Monday, August 16

• At 4:01 p.m. and 6 p.m. officers received reports of fraudulent calls for prescriptions on the 850 block of Mankato Avenue. The incidents are under investigation. 

Tuesday, August 17

• At 5:22 a.m. officers received a report of an alleged sexual assault that occurred the previous week on the 1000 block of West Broadway. 

• At 12:38 p.m. officers arrested Zachary Scott Thelen, 24, of Winona, and referred him to the county attorney for a potential charge of fifth-degree possession of a controlled substance. Officers reportedly found a baggy with a substance that field-tested positive for methamphetamine after responding to a report of a man, later identified as Thelen, unconscious in a parked vehicle on the 400 block of East Broadway. 

• At 10:29 p.m. officers arrested Anthony Montgomery, 25, of Winona, and referred him to the county attorney for potential charges of violating a harassment restraining order and fifth-degree assault. According to the report, officers responded to a fight on the 700 block of West Broadway. There, they watched a video taken by a bystander on which Montgomery allegedly kicked another man several times, according to the report. A person heard talking to Montgomery in the video reportedly had a harassment restraining order against him. 

Saturday, August 21

• At 4:29 a.m. officers arrested Charles Leroy King, 25, of Winona, and referred him to the county attorney for a potential charge of domestic assault. He allegedly pinned someone in a doorway, flung them across a room, held them down and slapped them on the 1750 block of Kraemer Drive, according to the report. 

• At 11:23 a.m. officers received a report that a wallet was stolen from a vehicle on the 350 block of East Fifth Street. 

• At 6:04 p.m. officers arrested Walter Peter Vanroo, 48, of Caledonia, Minn., and referred him to the county attorney for potential charges of obstructing with force and attempting to disarm a police officer. According to the report, officers responded to a report of Vanroo allegedly yelling and swearing at, as well as threatening, staff members in the emergency room at the Winona hospital. Vanroo allegedly pulled on officers’ legs, kicked at officers and pulled on the handgrip of an officer’s gun when law enforcement personnel arrived on scene. 

• At 7 p.m. officers referred Michael Richard Zeller, 39, of Winona, to the county attorney for potential charges of stalking and violating a harassment restraining order. He allegedly left a note in the vehicle of the person with the restraining order against him on the 1650 block of West Fifth Street. He also allegedly tried to pass a note to the person through a juvenile and texted the person. 

Sunday, August 22

• Officers received a report that about $2,000 in tobacco products were stolen at Walmart. The incident is under investigation. 

Winona County 

Monday, August 16

• At 7:32 p.m. deputies arrested Adam Burton Bowden, 35, of Lewiston, and referred him to the county attorney for potential charges of fleeing on foot and driving after revocation. They also arrested him on outstanding warrants. According to the report, deputies were driving on the 20,000 block of County Road 23 when they saw Bowden, for whom they knew a warrant had been issued, in a vehicle. Bowden then allegedly fled in the vehicle before stopping and fleeing on foot.

Wednesday, August 18

• At 5:26 p.m. deputies arrested Chad Allen Elliott, 66, of Minneiska, Minn., and referred him to the county attorney for a potential charge of driving while intoxicated. He allegedly hit the side of a tractor on County Road 28 and Double M Road. A breath test reportedly measured his blood-alcohol content at 0.16 percent. 

Thursday, August 19

• Deputies arrested Jayden David Oscar Hielscher, 19, of Plainview, Minn., and referred him to the county attorney. He allegedly assaulted a juvenile female known to him early this summer, according to deputies. 

Saturday, August 21

• At 8:56 a.m. deputies received a report that a firearm was stolen from a locked shed on the 23,000 block of German Ridge Road. 

• At 11:50 a.m. deputies received a report that an ATV was stolen from a locked shed on the 29,000 block of County Line Drive near Rushford, Minn.

Monday, August 16

• At 6:25 p.m. a 22-year-old Farmington, Minn., man was taken to a local hospital for the treatment of non-life-threatening injuries sustained in a crash. According to the report, he was driving a motorcycle north on Highway 61, and a tire blew near Bass Camp Lane.
