Winona Police 

Friday, July 2

• At 10:02 a.m. officers receive a report of a hit and run on the 150 block of Mechanic Street. The complainant’s parked vehicle was struck by a tan Ford sedan with Wisconsin plates, according to the report. Anyone with information may contact the Winona Police Department at 507-457-6302.

• At 12:32 p.m. officers cited Lynsey Ann Reed, 36, of La Crosse, Wis., with theft after she allegedly stole $22 worth of fuel from a gas station near Homer Road.

• At 5:44 p.m. officers received a report of an assault on the 1750 block of West Seventh Street. One of the complainants claimed another man had hit him in the head with a hammer, though he was not injured, according to police. No arrests were made; the incident is under investigation.

Saturday, July 3

• At 1:30 a.m. officers received a report of a Samsung Galaxy cell phone lost or stolen from a downtown bar.

• At 11:10 a.m. officers arrested Richard Heron Sobeck, 75, of Winona, on the 150 block of East Fourth Street and referred him for potential charges of violating a harassment restraining order after he reportedly left a note for an individual who holds a restraining order against him.

• Officers received a report of a shovel stolen from the back steps of a property on the 250 block of Mankato Avenue. The theft is believed to have occurred on June 28.

• At 10:29 p.m. officers assisted the Winona Fire Department after fireworks started a small fire in a trashcan on the 1400 block of Brookview Drive. The fire was extinguished without incident.

Sunday, July 4

• At 6:30 a.m. officers received a report of a lost dog, a 20-pound Cavapoo or spaniel-poodle mix with the name “Kanic” on its collar.

• At 9:54 a.m. officers received a report of a rattlesnake in St. Yon’s Valley at Saint Mary’s University. A snake handler was called in to remove it.

• At 12:38 p.m. officers assisted medical personnel after a man on the 200 block of Treetops Lane reportedly shot himself in the finger with a .177-caliber pellet gun while trying to kill an injured rabbit. The man suffered only a minor injury.

• At 7:19 p.m. officers assisted the Winona Fire Department in responding to a grass fire caused by fireworks near the Winona Municipal Airport.

• At 8:04 p.m. officers responded to a disturbance at the 750 block of East 11th Street after a man allegedly shattered a woman’s cell phone on the ground and violated a no-contact order, according to police. The man reportedly fled, and officers were unable to locate him. The incident is under investigation.

• At 9:12 p.m. officers cited Brent Jon Runnigen, 40, of Winona with disorderly conduct after he allegedly threatened two individuals. Runnigen reportedly told officers the individuals had stolen his motorcycle, according to police.

• At 9:46 p.m. officers cited Shelby Lynn Roubideaux, 28, of La Crosse, Wis., with theft by swindle after she allegedly tried to fraudulently return items to Walmart.

• At 10 p.m. officers responded to a report of fireworks damaging the soffit of a house on West Fifth Street. No citations were issued.

Monday, July 5

• At 6:32 a.m. officers assisted the Winona Fire Department in responding to a house fire on the 1000 block of East Sixth Street. According to police, there was smoke coming from the basement of the house, but it was extinguished without incident.

• At 7:51 a.m. officers received a report of someone stealing $1,000 worth of copper wire from Menards. The incident is under investigation.

• At 3:43 p.m. officers arrested Hank Pernue, 35, of Winona, on a warrant and referred him to the county attorney for a potential charge of fifth-degree possession of a controlled substance. Officers reportedly saw Pernue, who they knew had a warrant, driving on the 800 block of Mankato Avenue. While arresting him on the warrant, they allegedly found liquid THC on his person. 

• At 3:56 p.m. officers received a report that someone was assaulted on a transit bus. Officers are reviewing video from the bus. 

• At 5:27 p.m. officers received a report that a vehicle parked on the 350 block of Emhurst Street was keyed and some of its tires were deflated. 

Tuesday, July 6

• Officers received multiple reports of road hazards during a bout of heavy rain. 

• At 7 p.m. officers arrested Ryan Keith Moore, 33, of Winona, and referred him to the county attorney for a potential charge of domestic assault after he allegedly slapped someone and damaged their apartment on the 600 block of Main Street. 

Saturday, July 10

• At 5:45 a.m. officers arrested Shelly Lynn Girth, 46, of Winona, and referred her to the county attorney for a potential charge of domestic assault after she allegedly pushed someone to the ground, pulled their hair and scratched their face. 

• At 9:03 a.m. officers received a report that someone stole a plant and elephant-shaped planter on the 700 block of West Fifth Street. Officers identified a suspect from video footage, and potential charges are pending. 

• At 5:12 p.m. officers received a report that a vehicle was damaged on the 700 block of East Broadway after a shopping cart rolled into it while it was parked in a parking lot.

Sunday, July 11

• At 4:23 p.m. officers received a report of a burglary on the 800 block of Front Street. According to the report, someone stole rifles, a pistol, a revolver and jewelry. 

• At 8:51 p.m. officers received a report of what is believed to be an attempted burglary on the 500 block of East Eighth Street. According to the report, someone made tool marks around the front door of the home. 

 

Winona County 

Saturday, July 3

• At 4:46 p.m. deputies received a report that a juvenile male boat passenger’s leg was cut in a boating accident. He was taken to a local hospital for the treatment of non-life-threatening injuries, according to the report. A juvenile male driving the boat near the Forest River Campground off Highway 61 told officers he lost his balance while adjusting a flag at the front of the boat. The passenger then fell off, according to the report, and the boat ran him over. 

• At 11:22 p.m. deputies arrested John Vining Wilson, 40, of Dakota, and referred him to the county attorney for a potential charge of misdemeanor domestic assault causing fear and harm. He allegedly grabbed someone and their cellphone near the Molder Road area of the Dresbach boat landing. 

Sunday, July 4

• At 4:30 p.m. deputies arrested Rebecca Lynn Berg, 53, of Albert Lea, Minn., and referred her to the county attorney for a potential charge of domestic assault causing fear and harm after she allegedly punched someone, then tried to bite and choke them, at an area campground. 

Tuesday, July 6

• Deputies received a delayed report of an alleged sexual assault against a juvenile. The incident is under investigation. 

Friday, July 9

• At 6:05 a.m. officers received a report that a 43-year-old Houston, Minn., man was involved in a one-vehicle accident on county roads 11 and 8. He was taken to a local hospital for the treatment of minor injuries, according to the report. Potential alcohol-related charges are pending blood-test results. 

 

Buffalo County

Saturday, July 3

• At 5:03 p.m. deputies responded to a crash involving two motorcycles and a vehicle on State Highways 35 and 25 in the township of Nelson. A 24-year-old Antioch, Illinois, woman and 28-year-old Ingleside, Illinois, man on one of the motorcycles were taken by helicopter to a hospital for the treatment of suspected substantial injuries. A 52-year-old Cochrane man driving the vehicle allegedly fell asleep, crossed the centerline and hit the motorcyclists.
