Wednesday, September 29

• At 7:51 a.m. a woman reported a white, 2003 Ford Econoline delivery van was missing from a business outside Nodine.

• At 6:48 p.m. deputies arrested Joey Ray Burnham, 65, of Rochester, Minn., and referred him for charges of potential charges of driving while intoxicated and fleeing police after he allegedly drove a UTV across a closed bridge on County Road 26 east of Elba and allegedly failed to stop for a squad car pursuing him. The deputy caught up with Burnham at a nearby residence.

Thursday, September 30

• At 9:16 a.m. deputies received a report of illegal dumping from a landowner who said three dozen tires were left in his field on County Road 20 north of Lewiston.

Friday, October 1

• At 9:10 a.m. deputies arrested Andrew Michael Bell, 35, of Chatfield, Minn., and referred him to the county attorney for a potential charge of domestic assault after receiving a report of a domestic assault that happened on September 30 on the 12,000 block of Nickel Springs Drive. 

• Deputies arrested Jorge Luis Hernandez Mozqueda, 34, of Winona, and referred him to the county attorney for potential charges of criminal sexual conduct and sexual contact with a minor after receiving a report of an alleged sexual assault on September 23. 

Saturday, October 2

• At 12:42 a.m. deputies arrested Patrick Stephen Boozhoo, 49, of Winona, and referred him to the county attorney for potential charges of domestic assault and obstructing the legal process. Deputies initially responded to a report of a domestic disturbance on the 27000 block of County Road 19, and Boozhoo allegedly resisted deputies.

Sunday, October 3

• At 1:46 a.m. deputies arrested Jonathan Edward Langston, 31, of Holmen, Wis., and referred him to the county attorney for a potential charge of driving while intoxicated. Deputies initially responded to a report of a disabled vehicle on County Roads 3 and 12. A breath test reportedly measured his blood-alcohol content at 0.11 percent. 

• At 4:23 a.m. deputies arrested Anthony James Plagge, 37, of Racine, Minn., and referred him to the county attorney for a potential charge of domestic assault after responding to a domestic disturbance on the 12,000 block of Robecki Road. 

• At 12:42 p.m. deputies received a report that a man sustained non-life-threatening injuries after crashing an ATV on Trout Valley Trail.

Monday, September 27

• At 11:06 a.m. officers received a report that an unknown person entered an unlocked vehicle overnight on the 250 block of East Seventh Street and stole an expired driver’s license. 

• At 11:44 a.m. officers received a report that an unknown person stole a pair of speakers from a boat at Dick’s Marine. 

• At 4:47 p.m. officers received a report that a vehicle parked on the 700 block of West Fourth Street was scratched twice on the driver side . 

• At 5:38 p.m. officers received a report that a leaf blower was stolen on the 1600 block of West Service Drive. 

Wednesday, September 29

• At 11:39 a.m. officers received a report of a white Kent 870 mountain bike stolen from the 600 block of Franklin Street, likely in late May or early June.

• At 1:02 p.m. officers received a report of a black and green Northrock mountain bike stolen from the 200 block of West Ninth Street near Watkins Hall.

• At 2:42 p.m. officers received a report of the theft of a 2016 iPad Mini stolen from the Winona State wellness center gym around September 18.

• At 6:53 p.m. Walmart reported 13 thefts of merchandise totaling $845, which store personnel believed were committed by the same person. Police are awaiting more information.

Thursday, September 30

• At 1:24 a.m. an anonymous caller reported seeing someone jump out of a moving vehicle near Vila Street and Gilmore Avenue. Officers found the person, who was taken to the hospital by ambulance.

• At 9:23 a.m. officers received a report of a burgundy 2004 Yamaha moped, with decals on the front and rear, stolen sometime between midnight and 8 a.m. from a driveway on the 350 block of Grant Street.

• At 10:11a.m. officers referred Mya Tinisha Randle, 23, of Winona, for potential charges of domestic assault after responding to a fight on the 1500 block of West Sixth Street, according to the report.

• At 11:06 a.m. officers cited Mary Lou Jones, 76, of Winona, for failure to yield after she allegedly ran a red light and struck another car on Riverbend Road and Mankato Avenue.

• At 11:33 a.m. officers received a report of a hit and run driver causing minor damage to a parked car on the 200 block of East Fourth Street.

• At 12:25 p.m. officers responded to a report of an unresponsive individual, and found a 40-year-old man deceased in his home on the 700 block of East Fifth Street, but found no signs of suspicious activity. The death is under investigation by the county medical examiner.

• At 5:56 p.m. officers received a report of $80 in merchandise stolen from Walmart by an unknown male.

Friday, October 1

• At 12:06 a.m. officers arrested Cheyenne Marie Ruble, 30, of Winona, and referred her for potential charges of driving while intoxicated. After stopping Ruble for a broken tail light at Broadway and Carimona Street, an officer allegedly noticed an odor of alcohol on Ruble’s breath. A preliminary breath test measured her blood alcohol content at .08 percent.

• At 1:04 a.m. officers arrested Lydia Leone Sobeck, 22, of Winona and referred her for potential charges of driving while intoxicated. After stopping Sobeck for driving without a license plate at Broadway and Johnson Streets, officers allegedly noticed signs of impairment and a preliminary breath test measured her blood alcohol content at .09 percent.

• At 8:22 a.m. officers arrested Griffin Scott Bjornson, 41, of Winona, and referred him to the county attorney for a potential charge of driving while intoxicated after initially pulling him over for allegedly speeding on Third and Chestnut streets. A breath test reportedly measured his blood-alcohol content at 0.14 percent. 

• At 12:54 p.m. officers received a report that while a community member was in their parked car at the Winona spillway around midnight, an unknown person reached their hand through the window and grabbed the community member’s throat. The incident is under investigation. 

• At 7:49 p.m. officers arrested Nels Isaac Nelson, 39, of Winona, and referred him to the county attorney for a potential charge of driving while intoxicated. Officers initially pulled him over for allegedly having expired registration on the 300 block of Seventh Street. A breath test reportedly measured his blood-alcohol content at 0.11 percent.
