Monday, July 26

•    At 9:20 a.m. officers received a report of a bike theft on the 350 block of East Sarnia Street. 

•    At 1:46 p.m. officers received a report that three fishing poles were stolen overnight from a garage on the 450 block of Main Street. 

•    At 4:37 p.m. officers received a report that a bike was stolen from the bike rack at Walmart. 

•    At 9:10 p.m. officers arrested Michael Richard Zeller, 39, Winona, and referred him to the county attorney for a potential charge of violating an order for protection. At 1:54 p.m., officers received a report that Zeller texted someone protected by the order. They located him on the 300 block of Oak Street at 9:10 p.m.   

Tuesday, July 27

•    Officers arrested Gavin Trent Christianson and referred him to the county attorney for a potential charge of driving while intoxicated. He was initially pulled over for allegedly not stopping at a stop sign on Third and Center streets. 

•    At 10:32 a.m. officers received a report that a silver and black Trek bike was stolen on the 300 block of West Ninth Street. 

•    At 11:16 a.m. officers received a report that names were spray painted on a building on the 50 block of East Fourth Street overnight. 

•    At 3:30 p.m. officers received a report that an adult stole a check from their parents and bought a gift card. The incident is under investigation. 

•    At 6 p.m. officers received a report that the front bumper of a vehicle was scratched on the 800 block of West Broadway. 

Wednesday, July 28

•    At 7:40 p.m. officers received a report that a black bike was stolen at Hy-Vee. 

Thursday, July 29

•    At 9:20 a.m. officers received a complaint that someone made threats on the 850 block of West Broadway. According to the report, it was part of an ongoing harassment issue, and the victim was advised to get a harassment restraining order. 

•    At 8:26 p.m. officers received a report that a bike was stolen on the 1000 block of West Broadway. 

Friday, July 30

•    At 10:55 a.m. officers received a report of a sexual assault. The incident is under investigation. 

•    At 4:50 p.m. officers received a report that a green mountain bike was stolen at the Bob Welch Aquatic Center. The theft may have occurred on July 22. 

Saturday, July 31

•    At 8 a.m. officers received a report that an Apple watch was stolen from a vehicle on the 50 block of West 12th Street. The theft is believed to have taken place at some point after 9:20 p.m. on July 30. 

•    At 1:30 p.m. officers received a report of an alleged harassment restraining order involving a person protected by the order receiving text messages. The incident is under investigation. 

Sunday, August 1

•    At 12:18 a.m. officers arrested D’artagnan John Paul Lomen, 19, of La Crosse, Wis., and referred him to the county attorney for potential charges of driving while intoxicated, test refusal and obstructing the legal process. He was allegedly involved in a hit and run with another vehicle on Birch Boulevard. When officers located him, he allegedly became confrontational. 

•    At 4 p.m. officers received a report that a vehicle’s driver side door was hit on the 300 block of West Eighth Street. 

•    At 5:38 p.m. officers received a report that about $166 of groceries were stolen at Walmart. 

•    At 7:55 p.m. officers arrested Adam Buttell, 25, of Winona, and referred him to the county attorney for a potential charge of driving while intoxicated. Officers received a report from a restaurant off Highway 61 that there was a potentially intoxicated driver in the drive through. Officers located Buttell on Bundy Boulevard and Mobile Drive. A breath test reportedly measured his blood-alcohol content at 0.25 percent. 

 

Winona County

Monday, July 26

•    At 12:23 p.m. deputies arrested Brian Roger Mundt, 30, of Spooner, Wis., and referred him to the county attorney for a potential charge of driving while intoxicated near Bass Camp. A breath test reportedly measured his blood-alcohol content at 0.20 percent. 

Friday, July 30

•    At 7:05 p.m. officers arrested Garret Dean Campbell, 50, of Elba, and referred him to the county attorney for a potential charge of driving while intoxicated. He was initially pulled over for allegedly speeding on county roads 24 and 39. A breath test reportedly measured his blood-alcohol content at 0.12 percent. 

Saturday, July 31

•    At 7:05 p.m. deputies arrested Jacob Julius Wise, 23, of Stockton, and referred him to the county attorney for potential charges of fourth-degree driving while intoxicated, damage to property, obstructing the legal process and assaulting an officer. Wise allegedly drove a vehicle through yards and a cemetery in Stockton. When deputies attempted to arrest him, he allegedly struck one. 

•    At 10:30 p.m. deputies arrested Nin Khammanh, 57, of Rochester, Minn., on suspicion of driving while intoxicated. Deputies initially stopped him for allegedly crossing the fog line on Persons Drive and Gelb Road. Potential charges are pending blood-test results. 

Sunday, August 1

•    At 8:16 p.m. deputies arrested Brian Goodroad, 57, of Winona, on suspicion of driving while intoxicated. A potential charge of test refusal is also pending. According to the report, deputies responded to a crash involving one UTV with a driver and passenger on the 15000 block of County Road 25 near Altura. The UTV reportedly hit a root while backing down a hill and overturned. Goodroad, the driver, was taken to a local hospital for the treatment of non-life-threatening injuries, and the passenger was not injured. Goodroad allegedly refused to give a blood sample.
